Exchange - Public Folder Replication in 2003

One of our client asked to retire their SBS 2003 server, migrate Exchange 2003 to a new server. One of the necessary steps is to replicate the system public folder from old exchange server to new exchange server. However, during the migration, none of the public folders can be replicated. All the troubleshooting steps from Microsoft have been done. But no positive result. With a brave guess, we turned off all the anti-virus and anti-spam software in both exchange servers, all the system folders started to replicate.
The guess is replication of public folder actually is via email. If anti-spam software doesn't accept these emails, it will simply bolck them, which cause the data can be synchronized.
