During the standard process to migrate user mailboxes from Exchange 2007 to 2010, all the user mailboxes can't move from 2007 to 2010, either the error comes up immediately, "MapiExceptionNetworkError: Unable to make connection to the server", or mailbox stuck in move process, after cancel process, similar error in log file "Transient error MapiExceptionNetworkError has occurred. The system will retry".
Search internet, found a few similar cases. However, either caused by TMG/ISA between Exchange 2007 and 2010, or caused by time clock not sync between 2 servers. None of these causes fit in this case.
Review the mailbox move process techinical documents in Microsoft website, this process actually uses mailbox replication service in Exchange 2010, running with system account. Even these is no security error displayed in Exchange 2007 server, but there is chance this might be the issue because this Exchange 2007 was poorly managed.
After change the system account with created domain service account and assign this domain account as local adminstrator of Exchange 2007, all the mailboxes start to move across from Exchange 2007 to 2010.
